NEW DELHI: Describing it as a highly "unusual'' case, Delhi University on Wednesday said a high-power independent agency is conducting an enquiry into complaints of malpractice and foul play in the recently announced results of the Combined Entrance Examination. |

In a official statement, the University admitted that it had received a complaint "about alleged malpractice indulged in by a few candidates'' in the CEE - 2005 Examination, but added that the process of admission would continue as scheduled despite the enquiry. |
|
First brought to the notice of the University by a Electronics professor who detected the fact that nearly 27 students had not just got the similar ranks but also scores in three subjects, University officials said the decision to hand over the case to an external agency was taken keeping in mind the enormity of the situation. |
|
"When the matter first came to light we knew it was not normal, as it is highly unlikely that so many students get the same marks. Since it seemed to be a very heinous kind of crime we thought it would be better to hand it over to an external agency. The crime seems to have been of cyber nature and there are possibilities that coaching institutes were involved,'' said a senior University official. |
|
While five students were ranked fifth with the same total and the same marks in Physics, Chemistry and Mathematics, three students were ranked 25th in the CEE with the students yet again getting the same marks in the three subjects. While two more subjects were in a similar situation in rank 36, there were 11 students who were ranked 56 and again have the same marks in the three subjects. Interestingly none of these students have fared well in the other entrance tests such as All India Engineering Entrance Examination or the Indraprastha University Entrance Test, confirming the suspicion of the University authorities. |

The Combined Entrance Examination was conducted in May for admission to engineering courses in the Delhi College of Engineering and the Netaji Subhash Institute of Technology. |

With the incident once again putting a question mark over the credibility of competitive examinations, the University community has come out in protest against the irregularity detected in the examination and demanded a fair and independent enquiry. |

BANGALORE: Bangalore University has issued show-cause notices to seven B.Ed. colleges where large-scale malpractice was detected during this year's final examination. |

Responding to questions about the malpractice cases, at the university Academic Council meeting here on Friday, the Vice-Chancellor, M.S. Thimmappa, said they have been referred to a committee, and appropriate action will be taken against the colleges. |
|
A question raised by A. Ajit Prasad, member of the Bangalore University Syndicate, about mass copying caused a furore. He said there were malpractices in over 60 B.Ed. colleges and alleged that members of inspection squads were threatened at a college in Chintamani. |

| Bangalore University plans to revive the master's degree course in Rural Development and Management which was discontinued six years ago. |

The course had been withdrawn following protests by students in the Applied Economics Department, who felt that their syllabus and that of the rural development course were the same. Dr. Thimmappa said the syllabi are different. The course may be introduced this academic year if the syllabus designed by an expert panel is approved, he added. |

The university will constitute the Kempe Gowda Research Centre for Humanities and Social Sciences, and the Bangalore Mahanagara Palike will allocate Rs. 10 lakh for the centre annually. |

He said the philosophy course will be scrapped as there are hardly any takers. Considering the lucrative jobs offered by non-governmental organisations, the university is considering including diploma and certificate courses in women's studies, he added. |

Kolkata: The joint entrance examination for admission to engineering and medical colleges in West Bengal, scheduled for Sunday, has been postponed amid reports of paper leak. Two persons were detained for interrogation. |

Nearly one lakh students were slated to take the examination, billed as one of the toughest tests in the country, in 193 centres in the State. |
|
The postponement decision was taken by the West Bengal Joint Entrance Examination Board. Fresh dates would be announced only after a meeting of the board and the Education Department next week, it is learnt. An inquiry would be conducted by the CID. Board chairman Siddharta Dutta said the leak could be detected only due to the stringent security measures and policing. |
|
The incident, first such in the history of the JEE, was detected on Friday night when there were reports of some question papers being sold in Kharagpur. |
|
Copies of the papers were procured and were found to be photocopies of draft question papers which were prepared and were very close to the ones that were to be given to the examinees on Sunday. |

The printing press, which has been entrusted with the job for the last 30 years, is among the suspects. |

Bangalore May 10: The Karnataka Examination Authority's CET 2008 results will be postponed due to the delay in the announcement of CBSE and ICSE results. |

The CET results were scheduled to be announced on May 14. "The results of ICSE and CBSE have not been announced yet. The KEA will wait until May 25 for these results. If these results are not received even after that, we will announce the CET results," said SG Hegde, Director, KEA. |

KEA is ready to release the CET results any time as all the preparations have been completed. The CET was conducted on April 19. |
|
"The Class XII exam-ination core evaluation has been completed. The other processes and formalities are in progress. We will be able to announce the Class XII results during May third week," said a CBSE official.
"The results are being delayed as the Class XII exams are central exams and the results have to be announced across the country at the same time." |

Scores of students from across who had come prepared for the “Heat and Mass Transfer” paper on Thursday afternoon were sent back home from the examination hall. |

Reason: Question paper leak. It all began at around 1.15 pm, with VTU headquarters in Belgaum received a fax containing some hand written questions. On verifying, it was found that the questions matched with that in the original, prompting VTU to cancel the paper. |

VTU Registrar M S Shivakumar told Deccan Herald that the fax had been sent from Davangere. “Our officials have already rushed there. A high-level committee has been constituted to probe into the leak,” he said. |

| The examination has been rescheduled and will be held on January 11 betwee 2 pm and 5 pm, Prof Shivakumar said. |

| Meanwhile, in some colleges, the answerscripts had been distributed among the students. |

SALEM: Over 6,000 students from other States, who appeared for the examinations for M.Phil course conducted through the Periyar Institute of Distance Education (PRIDE) of Periyar University, are in a fix as the university is inordinately delaying the publication of results. |

They claimed that they hoped that a M. Phil qualification would enhance their prospects of getting government employment as lecturers. The Karnataka Public Service Commission invited application for the post of lecturers and the deadline for submitting applications was January 31. |

The students said that the government extended the last date to February 20 following requests. As the university was delaying the publication of results, many of them were worried that they would not be able to submit the applications. Nearly 1,000 students from Karnataka appeared for the M.Phil examinations. The university conducted the examinations in November/December 2007, they said. |

The university had admitted a staggering 35,000 students in the M.Phil programme under distance education mode in 2006-07, as the government ordered the universities to stop offering M.Phil in distance mode from the 2007-08. The university was not able to handle the large number of students as it had limited resources, sources claimed. |

University Vice-Chancellor M. Thangaraju attributed the delay in publishing results to the problems in transporting the M.Phil dissertations from the study centres. “We are not able to get evaluators for some of the subjects, which is also a reason for the delay. We, however, have promised the students to publish the results within February 15,†he said. |

The university published the results for M.Phil examinations conducted for students in Tamil Nadu and Puducherry recently. |

There has been another question paper leak at VTU. Even as it was coming to terms with the seventh semester “heat and mass transfer” question paper leak on Thursday, the VTU had to cancel the “Vibrations” paper for sixth semester mechanical engineering students (repeaters) on Friday, reports DHNS from Bangalore. |

The cancellation followed concrete evidence that the question paper was in circulation much ahead of the examination. Almost two hours before the commencement of the exams on Friday the VTU headquarters in Belgaum received a fax containing hand written questions which matched exactly with the original paper, prompting the varsity to cancel the examination |

VTU Registrar (Evaluation) K V A Balaji said that the paper will now be held on January 14 between 2 pm and 5 pm. The “Heat and Mass transfer” paper earlier scheduled to be held on January 11 will now be held on January 16 as the previous date clashed with mathematics paper for diploma students, he said. |

VADODARA, May 4: Three cases of malpractice were detected during the first day of the FY B Com examinations of the M S University on Monday. About 350 students appeared for the examination at the Hill Memorial School in Fatehgunj. |

Earlier, the examinations were held in the Polytechnic campus but the seating arrangements have been changed considering the ongoing semester exams at the institute. |

One of the students, Nidhi Shukla, who answered her paper at the school said, ``Writing an exam from anywhere outside the campus is difficult because we have become accustomed to attending classes in the university. This school is unfamiliar.'' |

For Bijal Bhatt answering the paper from outside the campus was like being discriminated against. She said that either all the students should have been asked to appear from the same centre or the authorities should have taken steps to accommodate all students in the university. |
|
Another student Kewal Shah opined that the authorities should have either allowed students to sit in the university or allowed the students to have a look at the centre before the examinations. |
|
Meanwhile, General Secretary of the student's Union, Prakash Verma alleged that Engineering students, who were appearing for their examinations, were not provided with adequate facilities including drinking water. |

| Verma claimed that 28 students were given roll numbers just 15 minutes before the examinations began. |
|
Dean of the Commerce faculty B S Patel admitted that change in the exam arrangement had caused inconvenience to students, but maintained that examinations were going on in other faculties and there was no way that all the students could be accommodated in the faculty. |
|
Patel said that the Polytechnic authorities could have made arrangements for all the first year students, but then it would have disturbed the exam schedule of the students. |

The centres are Poojya Doddappa Appa College of Engineering in Gulbarga; Bapuji Institute of Technology and Engineering, Davangere; St. Josephs Engineering College, Mangalore, and Vivsvesvaraya Technological University, Belgaum, besides BMS College here. |

BANGALORE: The Karnataka High Court on Thursday refused to stay a single judge order rejecting petitions by several postgraduate medical students whose rankings were annulled by the State Government following reports of alleged malpractices in the Postgraduate Common Entrance Test (PGCET) 2006. |
|
A single judge, in an interim order on April 25, rejected the contention of the postgraduate students and said they were not entitled to any interim order of relief seeking to restrain the State Government from taking any further action pursuant to the show-cause notice of April 16, 2006. Some of the petitioners had assailed the Government Order of March 13 and the constitution of the committee. |
|
The petitioners, all postgraduate students who had appeared for the PGCET 2006, said the constitution of the committee was without jurisdiction, as the Government had no power under the Karnataka Conduct of Entrance Test for Admission to Postgraduate Medical and Dental seats in Government Colleges Act. |
|
They said the Government should communicate the inspection report of any committee to the university Syndicate. This was not done. Moreover, the committee had come up with a report in which it had indicted 21 students of malpractice. However, the Government had decided to proceed against 16 students. |
|
| They said if the interim prayers were not granted, they would suffer as the counselling for postgraduate seats was being held in the last week of April. |
|
The single judge had rejected the plea for interim prayer. He said: "The malpractice had taken place at the postgraduate level, on completion of which doctors will become specialists and will deal with life and death of human beings". He said if such things were allowed to persist, the faith and confidence of the public in the system and doctors would be lost and capable students would lose their merit. |

Several students appealed against the single judge order. When the matter came up on Thursday before a vacation Division Bench, it had to be referred to a Special Bench. They sought an interim stay of the single judge order. A Special Bench comprising Justice N.S. Veerabhadraiah and Justice N. Kumar was constituted and the matter was referred to it in the afternoon. |

The appellants contended that they had not been given an opportunity to reply to the showcause notice and that it was the Syndicate of RGUHS that should have initiated action and not the State Government. They said the single judge had failed to appreciate these facts. The Bench refused to grant any interim relief as sought for, and said prima facie it appeared that there were malpractices in the examination. The Bench observed that it could pass orders only after hearing the other parties, the Government and RGUHS. |
|
| The Bench adjourned the case till May 2 and ordered issue of notices to the respondents, the State, RGUHS and the inquiry committee. |

A vacation judge of the Karnataka High Court posted before a Division Bench an interlocutory application (IA) by the State Government seeking to vacate an interim order of stay on the show-cause notices issued to three postgraduate medical students. |

| The vacation judge in an ex parte order had stayed the show-cause notice to Nitesh R. Desai, Anand Haliyal and Neha Bansal, by the State Government. |

The State Government had issued notices to several students after a committee appointed by it had found malpractices during the conduct of the PGCET 2006. While one judge had upheld the State action on Tuesday, another judge had on the same day granted an interim stay to three students on a similar matter. |
|
In its IA, the State said the three students were challenging the show-cause notice of April 6, 2004 wherein it had asked why action should not be taken against them. It said a detailed statement of objections filed in another case had been taken note of and the judge had rejected the prayer of the students. |
|
It said the inquiry committee had found that 16 students were involved in the malpractices in the PGCET and this was done with the connivance of some of the officials of RGUHS, which conducted the examination. |
|

Bangalore: As many as 55 cases of malpractice were recorded on the first day of the pre-university examination on Friday, Pre-University Education Director Gonal Bheemappa said. |

He said 20 cases were registered in Bijapur district, eight in Gulbarga district, seven in Bidar district, four in Kolar district, three each in Bagalkot, Tumkur and Gadag districts, two each in Koppal and Hassan districts, and one each in Chitradurga and Chikmagalur districts and Bangalore South taluk. |

| He said a few students of Marimallappa College in Mysore were not allowed to write the examination as they had attendance shortage. |

| "Except for a few such stray incidents, the examination was conducted smoothly all over the State," he said. |

Mr. Bheemappa said all students of Bhagwan Mahaveer Jain College, V.V. Puram, who were denied hall tickets by the management of the college because of shortage of attendance, received these on Thursday. |

College Principal B.T. Venkatesh said the examination was conducted smoothly at the college. "All students appeared for the examination, except two or three, who were probably not prepared," he added. |

Seshadripural College Principal Radhakrishna said the Pre-university (PU) Board has provided two squads for the college. Police personnel have been stationed outside the college as a precautionary measure. "There have been no problems. All students in the science stream appeared for the examination today," he said. |

According to information available, over four lakh students registered for the pre-university examination this year. The PU Board has set up 679 centres in the State. |

Chitradurga: The alleged leaking of engineering question papers in Visvesvaraya Technological University (VTU), followed by the postponement of examinations, has given rise to questions over the efficacy of the examination system of VTU. |
|
Following reports of the leaking of papers, the university, on Thursday, rescheduled the exam for another day. But with reports of leaking of another paper on Friday, VTU was compelled to cancel the examination all together. |
|
While VTU maintains that stringent norms are being followed to minimise the risk of leakage, a large number of students feel that the norms are still not adequate to contain this unhealthy practice. |

Senior students who are sitting for examinations told The Hindu that in most cases, the paper is leaked from the colleges. A final year student of the electronics branch of a reputed college said that since around 140 colleges come under the umbrella of VTU, a paper can be leaked from any one college. Leaking of the paper from the printing press is also possible. “Teachers who prepare question papers might give hints to their students about probable questions, he said. |

He added that though some miscreants, to make quick money, spread false questions papers, most of the time that does not work as students give payment for question papers only after writing the examination and comparing both question papers. “Students who are regularly involved in such activities can easily determine the fake and genuine question paper,†he said. The cost of question papers can vary from Rs. 3,000 to Rs. 20,000, depending on the subject, he said. |

Authorities at VTU admit that it is very difficult to pinpoint from which college the paper gets leaked. However, they denied that papers get leaked from the printing press. “It is simply not possible, because the internal norms are so tight that no single paper can be leaked from the press,†said one authority. |
|
College authorities said that the sealed sets of papers they receive from the university are kept under tight security and are opened just before the examination in the presence of university representatives. |

| Deemed universities |
|
While this is the situation at VTU, the deemed universities like Amrita Institute of Technology, also believes that it is impossible to prevent paper leakage. Yet, with strict norms it could be controlled. “So far, no such instances have been reported in our university, owing to stringent internal norms,†said an authority to The Hindu over phone. |

| He said unlike VTU, the checks and balances in the deemed university is easier as its does not have several branches. |

Arch Course in Bengal Engineering and Science University, Shibpur and Jadavpur University scheduled to be held today (April 20, 2008) has been postponed by the WBJEE board after the physics, chemistry and biology papers were leaked. |

The next date for the exam will be decided when the board meets next week with higher education minister Sudarshan Roychaudhuri and the higher education secretary in attendance. |

Two persons, Arun Chowdhury and Mihir Dandapatt, were arrested on Saturday in West Midnapore's Ghatal, where the three papers were being sold for Rs 2.5 lacs. |

The arrests came hours after the police received a call. The caller gave the police a cellphone number and said they would know abo-ut JEE papers being leaked after tracing the user of the mobile. |

The police have informed JEE chairman Siddhartha Dutta and senior higher education officials about the sale of the papers. "The papers recovered from Ghatal were brought to the board's Salt Lake office for verification on Saturday morning," said a senior higher education department official. |

| After a thorough check, the duplicate papers were found to be identical to the original ones, barring figures and diagrams. |

"Figures and diagrams were missing. However, the rest of the questions were the same as those in the original papers. We immediately decided to defer WBJEE 2008," said the official. |
|
The duplicate question papers were on physics, chemistry and biology. Significantly, mathematics was not among the papers recovered. "This is a clear indication that medical exam seats were the target," explained the official. |
